Reports to:    Team Leader of Integrated Water Resources management Unit

1.1    Principal Function

The Integrated Water Resources Management Unit is a new technical and policy unit at Nile-SEC focussed on the establishment and ongoing operations of a Nile Basin Sustainability Framework which will comprise agreed common policies and strategies for harnessing, sharing and sustaining benefits from the shared water and related natural resources of the Nile Basin, including the evaluation of specific planned measures and developments.

The Senior Economist will work as part of a small multi-disciplinary team, and will contribute high level resource and environmental economics expertise to the formulation and implementation of transboundary policies and guidelines through: macro-economic and social analyses for assessing the impact of common water and natural resources policies and strategies; developing benefit-sharing principles and processes;  undertaking regional resource economics studies; assisting in the evaluation of costs and benefits of projects and programs, and undertaking data collection.

1.2    Key Responsibilities and Scope of Work

    Under direction, develop and assume responsibility for the role of Nile-SEC in-house, resource and environmental economics expert and provide advice, information and high-level technical support to the integrated water resource management functions of the NBI Secretariat. 

    As part of the Integrated Water Resources Management Unit (IWRM Unit) team, participate in the detailed formulation and design of the Nile Basin Sustainability Framework, prioritising of its key elements, and communications with basin stakeholders.

    Bring a high level of economics knowledge, skills and experience to the final participative development of component policies, strategies and guidelines of the Basin Sustainability Framework.

    Liaise as required with, Nile-Sec and SAPs to complete products developed under the SVP projects including the benefit sharing framework and ensure the appropriate utilisation of the products.

    Undertake or commission Liaise as required with the Socioeconomic Development and Benefit Sharing Project of the NBI Shared Vision Program (SVP) to assist in ensuring that the various products of that project (and other relevant SVP projects) are well-tailored to meet the needs of the Nile Basin Sustainability Framework and that a smooth transition occurs from product development to institutionalized policies, systems and tools.

    specific data collection, micro- and macro-economic and social analyses for assessing the impact of common water and natural resources policies and strategies, and undertake regional resource economics studies as required to support development of sustainable water planning and management.

    Further develop benefit-sharing principles and processes in cooperation with member countries and with the Subsidiary Action Programs (Nile Equatorial Lakes and Eastern Nile) so as to provide practical benefit-sharing methodologies for application to sub-basin management policies and strategies, and to joint ventures such as joint multi-purpose projects.

    Liaise with the SVP Water Resources and Project Management  project in the development of regular data exchange and sharing procedures (including the Nile Basin Monitoring Network) to ensure that economic and social data relevant to sustainable development and to NBI results-based monitoring are included.

    As directed, provide the necessary economic analysis input into the assessment of water resources measures and projects referred to Nile-SEC for evaluation.

    Any other relevant duties as may be assigned by the Head, Strategic Planning and Management.

1.3    Essential Criteria

    A Masters degree in macro-economics with specialisation in natural resources and environmental economics or other relevant disciplines.

    At least ten (10 )years relevant experience, including high-level experience in both technical and policy aspects of natural resources or water-related sustainable development.

    Demonstrated extensive experience in the application of quantitative techniques in economic analysis particularly related to natural resources and environmental economics, including agricultural and other water-related developments, together with sustainability strategies such as wetlands protection and watershed rehabilitation and management.

    Proven capacity in regional economic modelling related to natural resources development and poverty reduction in a range of areas such as water resources management, land use and conservation management, irrigation, hydropower, fisheries conservation, and the like.

    Demonstrated capacity for innovation, strategic thinking and policy development.

    Proven capacity to operate constructively and successfully in a participative environment, particularly where conflicting interests are involved.

    Proven ability to operate in a multi-cultural environment and to interact positively with a wide range of stakeholders within an international and multi-government context.

    Proven ability to be a valued and contributing member of a multi-disciplinary team and to exercise high-level inter-personal skills in all situations.

     Excellent written and spoken communications, Fluency in both written and spoken either   French and English language is a must, working knowledge of French or English an added advantage. 

    Ability to transmit ideas and information in a clear, accurate and effective manner.

1.4    Desirable Criteria

    Actual working experience in an international context.

Working knowledge and/or experience of the Nile River and its water management issues
