The NBI Climate Change Strategy was developed as stipulated in the Nile Basin Sustainability Framework under its Key Strategic Direction 4: “Climate Change Adaptation & Mitigation”. The Climate Change Strategy forms an integral part of the landscape of NBI policies, strategies and guidelines and complements national efforts of NBI member countries. It focuses on transboundary water resources management as a strategic element of climate adaptation and low carbon development in the region.
Climate Services Infrastructure Investment Project Overview
The aim of the project is to make decision-makers and their technical support structures use Climate Services in planning and climate risk assessment in infrastructure investment. The project promotes supply and demand for Climate Services in the target countries. It supports hydro-meteorological services in the provision of Climate Services and authorities in using them for infrastructure planning.
The project duration is 03.2017-02.2020
The approach to be followed consist of development of climate change proofing guideline for the Nile Basin, Preparation of Climate change scenarios for climate change risk assessment in two case study sites in ENTRO and NELSAP regions. The climate risk assessment will utilize the PIVEC protocol. The climate risk assessment findings will be good source of information for the development of the guideline. The climate proofing guideline will build on the NELSAP climate guideline as well.
The development of climate change scenarios for the case study sites will build on the experience of the NBI. The NBI has carried out climate change analysis on the water resources of the Nile in the past. Hence the climate change datasets used for this analysis will be used for this study. In addition additional climate change datasets will be collected and processed to customize to the case study sites of this project and generate required information for climate risk assessment.
Proposed case study sites
Based on the selection criteria developed NELSAP and ENTRO have proposed candidate case study sites for the climate risk assessment. The proposed candidate case study sites for the Nile Equatorial Lakes and Eastern Nile Regions are:
a) Equatorial Lakes Region
1. Mara Valley Irrigation Development Project with Borenga Dam component In Tanzania;
2. Sio-Sango Multipurpose Water Resources development project in Kenya
b) Eastern Nile Region
1. Tams Water Resources Development project in Ethiopia
2. Karadobi Water Resources Development project in Ethiopia
Vulnerability & Risk Assesment
As part of the Climate Service for infrastructure investment project two risk assessment workshops were implemented. The objective of the first workshop was to identify cases in Nile Equatorial and Eastern Nile Region for climate risk assessment. Accordingly Mara Valley project in Kenya and Tanzania was selected for the Nile Equatorial region and Tams hydropower project was selected for the Eastern Nile Region. In addition the participants of the workshop were trained on the Public Infrastructure Engineering Vulnerability Committee (PIEVC) risk assessment methodology by Canadian Engineers.
During the second climate risk assessment workshop, the participants identified Infrastructure components, defined performance responses of the identified project and Infrastructure thresholds for climate risk assessment. They also carried out the first steps of PIEVC climate risk assessment in the two case studies. In addition, during the workshop existing knowledge on historical and future climate of the case study sites documented and provided direction for the preparation of climate proofing guideline for the Nile basin countries
Climate Services For Infrastructure Forum
The Nile Basin Secretariat (NILE-SEC) organized a forum on Climate Services for Infrastructure that took place 5-8 February 2018 in Entebbe, Uganda with the theme: “Climate Services for Infrastructure within the Nile Basin Region: Current status, Challenges & Opportunities”. The main objective was to provide an avenue for providers and users of climate related services to meet, discuss, learn and share ways of enhancing the use of climate services for infrastructure investment, development, protection and management. The forum will then lead to a validation of a baseline assessment on the current status of climate services for infrastructure in the region with the results expected in Q1 of 2018.
The four (4) day forum had an outline that focused on Awareness and Training on Day 1 and Day 2, while Day 3 and Day 4 was used to learn about climate services in NBI countries through presentations that each country had to make; and also choose two case studies for project implementation. Thereafter, a baseline assessment would be carried out to focus on current status of climate services availability in NBI countries and their uses in water infrastructure planning and operation. Further, the forum was also used to identify key capacity building needs to enhance climate services.Get Report
